Function: declareAlertMessage()

declareAlertMessage(name, template): void

Declare an alert with a default message template, prefilled in the alert dialog (placeholders such as {{close}} are kept as written). Also declares the name, so declareAlert(name) is optional. Call at module top level. Separate from declareAlert so scripts that never call it do not import env.declare_alert_meta, which older hosts lack.
