Function: declareAlert()

declareAlert(name): void

Declare an alert this strategy can emit: the enumerable set shown to subscribers (Pine's alertcondition analog). Call at module top level, like param.*. Declaring is what makes a name discoverable; alert(name, ...) still fires without it, but only declared names appear to subscribers.
